Update actions and pre-commit

Summary

It's been a minute since I've done any dev work on this project. This PR is just doing some infra updating

List of Changes

• Bumps the versions of various github actions
• Updates pre-commit

Validation Performed

• pre-commit run --all came up clean
• all tests pass in development environment

Beyond that, if the PR checker runs okay, then we're good

  require a bump in the minor version)
