feat: add TechVault participant study pack

Summary

Adds techvault-participant-study as a separately identified copy of the proven TechVault pack, with the minimum SDL changes needed for issue 601: declared red and blue Claude participants plus red start, red stop, blue start, and blue stop injects.

Changes

• retain the complete TechVault environment, topology, assets, and native evidence declarations
• add four literal participant instructions, four injects, four events, one ordered script, and one story
• add red and blue participant behavior specifications with mixed-control proposal and external-direction transitions
• bind the four deliveries to exact logical ticks 1, 3, 5, and 7 and to four delivery evidence requirements
• declare the Claude Code realization profile and SDL-owned crossing policy coordinates
• preserve the pack as built with its own exact artifact inventory and set digest

Verification

• APTL run run_20260925T153251Z delivered all four injects through normal aptl lab start and reached Lab is ready

Dependencies

• OpenRAE/rae#1390 admits the compiled participant delivery address as a temporal subject.
• Brad-Edwards/aptl#1170 realizes the compiled participant sequence through the installed Claude adapter.

The live run is an unsealed engineering qualification artifact. Its later lab stop reported transcript finalization failure, so it does not claim a completed archival seal.
