Re-lands the spp_mis_demo_v2 portion of reverted PR #76 (revert: #271). Wave 5 (last) — DRAFT until the Wave-4 spp_api_v2_gis PR (and everything before it) merges. Base is set to
reland/api-v2-gisto keep the diff scoped.Summary
