ci: add the required aggregate job

[P4suta]

Adds required, the one status check branch protection requires in every P4suta repository.
It is appended to ci.yml and needs rust, msrv, reference, dogfood, host-smoke, action-smoke, vscode, docker, passing only when each of them succeeded or was skipped.
Existing job names are unchanged, so the checks the current rules require still report.
