Summary

document getting started instructions and new configuration hot reload
add configuration section describing SHADOW_CONFIG
clarify documentation and license information
store a placeholder Slack token in config.json
ensure run.sh ends with a newline
fix portfilter to handle float64 port numbers
add test for float64 ports
