Introduce v1.0/v2.0 versioned API documentation for mt-monitor, following the same pattern used by the insights product. This includes versioned OpenAPI specs, sidebar configuration with version selector and breadcrumb, and proper docusaurus plugin config with version/baseUrl mappings.
