Adds a separate local registry for M5.7 anchor export requests. Successful anchor exports record only ID, UTC time, receipt count and head hash. New read-only APIs expose newest-first anchor history and status (
never-anchored,current,extended,mismatch) with receipt growth since the last registered anchor. Registry persistence is atomic and separate from receipt data. The docs explicitly preserve the M5.7 trust boundary: local registry metadata is not an independent anchor and cannot prove the client retained the downloaded file. Includes persistence, growth and API tests.
