Starts the actual transition away from the electrically empty KiCad scaffold. CI now points at the corrected native-transition preflight and the post-capture netlist validator, so this PR is expected to remain red until U_MGMT and the locked regulator block are materialized as native KiCad objects. This makes the electrical edit—not more scaffold metadata—the next required change.
