Adds a separate OCI qualification job that builds the actual packaged image and runs its installed CLI against the Lighthouse reference story: --help, validate, solve, and analyze. The repo is mounted read-only. This catches packaging/entrypoint/dependency/path failures without making external AI providers part of deterministic image qualification.
