Adds a post-publication audit workflow triggered after a successful Release workflow, with manual dispatch for an explicit existing release tag. The audit independently rebinds GitHub Release/tag/commit identity, resolves the immutable OCI digest from the published SemVer tag, requires amd64+arm64 manifest coverage, verifies the Cosign keyless signature against the exact release workflow OIDC identity, checks OCI revision/version labels and UID/GID 1000, and requires /healthz from the exact digest after publication. Documentation records the fail-closed M11.5 gate.
