- Only the owner announces epochs, so only the owner takes on a rotation debt; a debt this account cannot pay is dropped on send and on connect, freeing devices already stuck
- The moderator is told the key rotates when the owner next opens the channel
- The members list offers a moderator the same as the message menu: hide by delta; cutting access on the gate is the owner's alone
