- Adding someone this device still lists asks the gate first: a moderator or another device may have revoked them
- The owner's sweep rotates for anyone whose request got a wrap of the current epoch key and who lost access, even if an earlier rotation covered them; on a warm open the sweep waits for the background -4 read that names them
