NOTICE/README/PATENTS now cite the filed planning patent (USPTO #64/082,241, PW-PROV-003, filed 2026-06-04; 12-month conversion deadline 2027-06-04), replacing the <PATENT_APP_NO> placeholder. Adds the missing README "Patent & IP" section + SECURITY.md + a PATENTS non-assertion pledge, mirroring pwos-core/nexus-core so all three -core repos share one defensive-IP posture. Patent page → protocolwealthllc.com/patent (pwplan.app does not exist). Dev-docs (ROADMAP/CURRENT-STATE/NEXT-STEPS/CHANGELOG/CLAUDE) updated off the now-resolved placeholder.
