feat(commands): extension contributes.commands in palette (CP-05) #746

Goal

Drivers/plugins declare commands in manifest.json and they appear in QueryaCommandRegistry / Command Palette. Disable/uninstall removes them.

Implementation

1. Extend ExtensionManifest:

2. On activate: register → PluginRpcBridge (or existing extension RPC).
3. On deactivate: unregister by prefix / extension id.

Acceptance

• Installed extension commands show in the palette
• Disabled extension commands disappear
• Manifest parse test + registry add/remove test

Note

Marketplace storefront (0.5.0) is out of scope; this is the contribution API only.
