From the 3 Aug PM review call (Asana 1217126224215119): PMs reached for the wrong skill, lost track of where context lives, and misread by-design behaviour as defects. Adds a 'Not for' boundary column to the pm and qa skill tables, a where-project-context-lives section (Profile + the same-Cowork-project persistence rule), the story-edge-case-depth-is-by- design rule on both sides, and the context-in/quality-out rule. Contract suite mutation-verified (10/10 killed). Asana: 1217126224215119

Asana 1217126224215119: 'Not for' boundary column on the pm and qa skill tables, where-project-context-lives + the same-Cowork-project persistence rule, the WEESLD story contract stated accurately on both sides, and context-in/quality-out. Suite: tests/enablement-gaps.test.sh — 18 checks, 13/13 mutations killed. pm 0.22.0, qa 0.9.0.
