Strategy report for session #139, focused on why tracker movement is flat despite recent session volume.

Highlights:

  • The tracker file is stale: TRACKER.md still says last updated 2026-04-06 and still shows Self-Maintaining at 68%.
  • Recent sessions moved runtime hygiene, eval, and queue state, but the remaining 0% automation slots are still untouched.
  • #0277 is blocked after two failed review cycles, so a fresh eval rerun is not the next useful session until the path is narrowed.

Task status changes in this PR:

  • Closed #0228 as done / superseded by #0242 and #0277.
  • Added #0279 for queue triage and superseded-follow-up cleanup.
  • Added #0280 for the narrower Claude eval-path unblocker.
  • Added #0281 for planner logic that distinguishes stale eval from blocked eval.

This PR only changes runtime-state files under .recursive/.

Closing per brain stop rule after two failed docs-review cycles. Task #226 will be marked blocked and retried later as a fresh attempt.
