feat(clients): surface sign-up QR card

Summary

• add a Clients hub card that links to the live Pulse /intake/qr printable sign-up QR
• keep copy honest: Relay captures intake and the current booking system handles booking
• fix touched-page contrast warning on the Clients action arrow
• remove pilot owner name from public console copy

Merge blocker

• Do not merge until Relay Pulse PR feat(skills): /blueprint /stack /iterate — 3-stage debug chain #115 is deployed or /intake/qr returns 200 in production. Current production route still returns 404 because Pulse deploy is not approved in this session.
