[codex] Add Revyl PR automation config

Summary

• Add repo-level .revyl/config.yaml for Revyl GitHub PR automation.
• Add a small README note pointing agents to the PR preview config.

Validation

• Ran git diff --cached --check before commit.
• Ran revyl-168d github push --repo RevylAI/sweep-alert-ios; Revyl applied the config and reported the iOS native_ios preview build.

Notes

• This PR is ready for review instead of draft so skip_drafts: true does not suppress the Revyl PR automation.

What we exercised

We launched the SweepAlert application on the iOS device to ensure that the new automation configuration changes build and run the app correctly. We verified that the app opens successfully, loads its main user interface, and responds normally to user interaction.
