fix: improve HRM rediscovery and refresh frontend dependencies

Changes

• Refresh HRM advertisement discovery when Devices opens without disturbing active connections or retry backoff.
• Remove CSS important overrides while preserving native chart tooltip behavior; explicitly configure Tailwind-aware Biome validation.
• Upgrade all frontend dependencies to latest stable releases, migrate TanStack Charts APIs, and preserve Unicode text limits.
• Raise the Vite chunk warning threshold to 1,000 kB.

Verification

• Exact-commit bun run ci passed: 411 tests, Biome, Tailwind diagnostics, TypeScript, and production build.
• Browser checks covered chart rendering, hover, keyboard pin/dismiss, responsive layout, and unknown-route redirects.
• Unicode boundary and frontend-to-backend share smoke checks passed.
