M3 Placement policies #57

Where a tenant's workloads are allowed to land: node affinity, dedicated hosts, spread and anti-affinity across failure domains.

The substrate is present — KubeVirt VMs already carry an instancetype, and charts/managed/kubernetes-agentpool sets evictionStrategy: External precisely because a VM backing a Kubernetes node has its own opinion about when it may move. Placement is the tenant-facing expression of decisions the platform currently makes implicitly.

Related: #M3-region-migration and docs/plan/25 row 9 — whether a tenant is one region forever or residency is per-resource, which decides whether placement is a scheduling hint or a compliance control.
