Remove the unused dart_console dependency & allow dcli v9

dart_console uses win32 < 6.0.0 which blocs some of my dependency updates.

Actually this doesn't completely solve the issue as dcli currently also pins win32 to version 5.

Currently the only option would be to remove dcli. But I hope they will fix it soon..

@Rodsevich you can validate this by running pub get, win32 should be 6.x
