This PR is in regards to the conversation on discord of redesigning the settings page UI.
This redesign moves the settings UI to it's own window, changes layout and toggles to better match Apple design standards, and fully supports light mode. No functionality of the settings page was changed, only the layout.
AI disclosure: AI was used to help with thinking through layouts for the new design and was used to help understand how new windows are opened in the codebase. AI was not used to write code.
