Staging deploys fire on every master/feature push on a hosted ubuntu runner; the production deploy already runs self-hosted on racknerd. Moves staging to the ci-light pool (e6420/u2604, X64 Linux; repo added to the org self-hosted-ci runner group). SSH already uses the inline key: form, so no other change is needed.

Note: setup-dotnet on a rootless runner needs a writable install dir; if the first run hits /usr/share/dotnet permission errors (a system SDK exists there), add DOTNET_INSTALL_DIR to the job env like _deploy-self-contained.yml does for racknerd.

Closing: repo is public — hosted Actions minutes are free (net $0 in Aug billing), so the ci-light migration saves nothing.
