feat: route MCP payments through user wallets

Summary

• Route personal MCP payments through the connected Privy/MetaMask wallet instead of the Privy server wallet.
• Make arc_payment create a durable user-wallet job and return the quote plus exact Arc USDC ERC-20 calldata.
• Add arc_payment_submit to bind the wallet transaction hash and verify the exact Arc receipt and Transfer log.
• Disable the web UI server-wallet fallback for personal direct payments.
• Retain the corporate server-wallet configuration as disabled compatibility code marked НЕ УДАЛЯТЬ.

Safety

• The payer wallet is durably bound before verification.
• A different transaction hash is rejected.
• UNKNOWN and RPC failures remain retryable with the same hash only.
• No live transaction or deployment was performed.

Validation

• pnpm test — 80 files / 1053 tests passed
• pnpm test:browser — 8/8 passed
• pnpm typecheck — passed
• pnpm lint — passed
• pnpm format:check — passed
• git diff --check — passed

Deployment note

Set ONESHOT_ARC_RPC_URL on the API deployment so arc_payment_submit can verify Arc Testnet receipts.
