Map setup fails: nominatim-flatnode path not found in nominatim_volumes.tar

Environment

• webarena-verified version: 1.2.3
• OS: macOS (Apple Silicon, arm64)
• Docker Desktop with Rosetta emulation enabled

Steps to reproduce

1. webarena-verified env setup init --site map --data-dir ./downloads
2. Setup downloads and extracts osm_tile_server.tar, nominatim_volumes.tar, and osrm_routing.tar successfully into their respective volumes
3. On the nominatim-flatnode extraction step, it fails:

[WebArena Verified] [ERROR] Setup error: Failed to extract .../nominatim_volumes.tar to volume webarena_verified_map_nominatim_flatnode: tar: projects/metis2/docker/docker/volumes/nominatim-flatnode/_data: not found in archive

Investigation

Running tar -tvf nominatim_volumes.tar | grep -i flatnode returns nothing. The archive only contains projects/metis2/docker/docker/volumes/nominatim-data/, with no nominatim-flatnode/ directory at all.

Also noting: the archive downloads as ~116GB total, which is larger than the entire documented Map dataset size (~59GB across tile database, car/bike/foot routing per the Environments docs), suggesting this file may be a stale or mismatched snapshot relative to the current setup script's expectations.

Expected behavior

Either the archive should contain the nominatim-flatnode data the script expects, or the setup script shouldn't require a flatnode volume if this Nominatim instance was built without one (flatnode files are only needed for planet-scale OSM imports, not smaller regional extracts).
