Add a full SRS package for the cross-harness collaboration kernel, including the source-of-truth spec, adapter SDK contract, protocol schemas, compatibility matrix, and traceability matrix. Also add a package index with MIT-scoped normative repository references and link the new specification set from the root README.
Expand the cross-harness collaboration SRS package with a first-party repo reference map and a phased implementation roadmap, then wire both into the package index and root README. This makes the package easier to implement, audit, and hand off without inventing missing repository context.
