Compliance & Risk Architecture

• Added @crypto-wallet/compliance-core.
• Defined KYC/KYB, sanctions, PEP, and adverse-media screening boundaries.
• Added transaction-monitoring provider boundaries.
• Added Travel Rule transfer validation requirements.
• Added deterministic risk scoring across account, device, withdrawal, and transaction behavior.
• Added compliance case-management lifecycle and suspicious-activity case creation.
• Added compliance/risk persistence foundation in migration 016.
• Kept compliance separate from identity, exchange, ledger, and custody domains.
• No external compliance provider was purchased or integrated.
• Custodial exchange launch remains blocked pending jurisdiction-specific legal/compliance review.
