Many currencies with "centime" as subunit define subunit_to_unit as 1

From the name "centime", it is reasonable to expect that subunit_to_unit would be 100.

• PYG: https://en.wikipedia.org/wiki/Paraguayan_guaran%C3%AD

In some cases, at least according to Wikipedia, the subunit is theoretical, has been phased out, or never issued. However, the definition still remains.

All of these have no minor units according to the published ISO 4217 standard. I believe the standard converter should follow the standard and not attempt to make decisions based on whether or not the unit is practically used.
