feat: harden RL runtime and refresh dashboard

• harden SLIME/KubeRay launch contracts with shared model arguments, progress reporting, lineage-aware adapters, deployment updates, and CI validation
• improve daemon request handling and extend control-plane API, contract, and Kubernetes rendering coverage
• refresh the dashboard design system and navigation, add Prime Intellect-inspired RL templates, and remove obsolete compute/benchmark surfaces
• reorganize project notes under docs and update production and validation documentation

• go test ./... in cmd/daemon
• npx tsc --noEmit in dashboard
• npm run lint — four existing react-hooks/set-state-in-effect errors remain in the RL dashboard/detail components, plus two unused-symbol warnings
• go test ./api ./contracts ./k8s — contracts and k8s pass; API compilation is blocked on macOS by the CNI namespace package build constraints
