Adds a regression-only Fleet code-health gate across Karte, its edge Worker, email Worker, Astro overlay, docs, tests, and production build. Baselines: 94 tests; 10.15% lines / 8.72% branches / 13.39% functions / 9.34% statements; 92 complexity violations; 98 clone groups / 2,207 lines / 4.6200%; one unused export plus the jscpd dynamic-tool finding; zero cycles; seven authored markers; zero critical and 20 accepted high advisory IDs across 25 paths. Local
