feat: add AI pipeline timing budget summary

Summary

Added script to analyze AI pipeline execution times and generate timing budget summary with performance insights.

Features

• Analyze pipeline stage execution times
• Compare against configurable budgets
• Generate optimization recommendations
• JSON output for automation
• Human-readable summary

Changes

• ai_pipeline_timing_budget.py: New file with timing budget analysis

Testing

The script has been tested and works correctly:
