to reduce the overhead of instantiating the News AR instances for tags the following asArray() call can be added:
'query' => News::find()->with(['tags' => function($q) {
/** @var ActiveQuery $q */
$q->with(['news' => function($q) {
/** @var ActiveQuery $q */
$q->asArray();
}]);
}])->orderBy('id desc'),
