Summary

replace ci.yml with a canonical Check workflow based on the effect-template structure
add a reusable npm setup action
point publish.yml at check.yml so release jobs still gate on CI

Verification

npx tsc --noEmit -p tsconfig.build.json
npm run lint
npm run build
npm run test
