Add CachyOS Update to Plugin Store

CachyOS Update runs the CachyOS cachy-update workflow from Decky's Quick Access Menu, streaming output and accepting required interactive input. It is intentionally platform-specific: it requires CachyOS and /usr/bin/cachy-update; it is not a SteamOS system updater.

The upstream maintainer merged the marketplace-preparation changes in bertonha/decky-cachy-update#6. This submission pins that merged commit (9a05e666dcd9d521259fa8ec6f0c2013b3375f24). The manifest's marketplace preview URL returns HTTP 200, and the official Decky CLI builder produces a valid ZIP from this submodule.

Testing

• Tested by a third party on SteamOS Stable or Beta update channel. The plugin is CachyOS-specific; a third-party CachyOS/Decky tester is needed.
