Update Decky Launch Options to v1.14.0

Features and improvements

• Add Steam command override
• Support non-Steam apps
• Allow negative launch option priority values
• Backup settings on uninstall and restore them on install
• Improve controller scrolling in the "Debug log" modal
• Allow environment variables to be ordered by priority
• Add a "Apply DLO command" button for each app
• Add a dropdown value list to the launch option edit modal
• Add environment variable merging
• Improve backups for original launch options
• Add an action to duplicate launch options
• Add a "Quick-select" dropdown for the Group and Value ID fields
• Add sorting options for the app launch options list
• Add global and per-app automatic launch option management toggles

Fixes

• Fix the Manage launch options page router on newer Steam builds
