Add Xray Decky to Plugin Store

Xray Decky is a VPN & proxy client for Steam Deck. It supports VLESS (REALITY,
XTLS-Vision), VMess, Trojan, Shadowsocks (incl. 2022 ciphers), Hysteria2 and
TUIC via two swappable cores XTLS/Xray-core
and SagerNet/sing-box, downloaded on
demand, plus a user-owned SOCKS5 mode. It adds TUN mode for system-wide
VPN-style coverage in Gaming Mode, a kill switch, subscription support with a
managed server list, live traffic stats, and a phone-friendly web admin panel
(QR-code import) for headless setup. No comparable VLESS/VMess/Trojan/
Shadowsocks/Hysteria2/TUIC proxy client currently exists in this store; the
closest plugin by name (tailscale-control) is a Tailscale mesh-VPN
controller, a different protocol family and use case.

please explain why required checklist items are not met

I didn't check the box for AI assistance because the plugin was developed using an Anthropic frontier model (Claude Fable 5). What I did was review the code at every phase and test it on a real device.

I use this model, with a specific harness, to boost code quality every day in my job on high-load production systems. I'm confident in the plugin and can walk through the logic of any module if need.
