Summary: - Add the signer balance ring chart to the admin signers page. - Add the Horizon latency grid to the admin chains page. - Add a reusable React error boundary screen for the app and admin routes. - Replace the dashboard i18n wrapper with a next-intl-based locale provider and language switcher. Validation: - pnpm exec vitest run components/signers/SignerBalanceRingChart.test.tsx - node --test --experimental-test-isolation=none --experimental-strip-types lib/horizon-monitor.test.ts - Browser screenshots captured for /admin/signers and /admin/chains.
