Adds
migrations/033_create_wallet_balance_history.sql:wallet_balance_snapshots-- address, asset_code, asset_issuer, balance,balance_usd, snapshot_at, backing Add /api/v1/wallets/{address}/balance-history endpoint #26's balance-history endpoint.
wallet_snapshot_subscriptions-- tracks which addresses have actuallybeen queried, so a future snapshot job only snapshots wallets someone has
looked at (lazy start) instead of the whole network, per Add /api/v1/wallets/{address}/balance-history endpoint #26's note about
unbounded growth risk.
Column names/types match what #26's handler will query directly.
