Scene regeneration already has a separate authorization and ledger reference. Final QA incorrectly compared all historical customer charges (initial order plus later repairs) with the initial order's cap, flagging an otherwise valid repaired video.

• Evaluate the original order cap against its own settled charge.
• Keep total spend unchanged and expose separately authorized repair charges in QA evidence.
• Preserve all wallet reservation and extra-take checks; do not raise limits or grant credits.
• Add regressions for authorized repairs, genuine original-order overages, zero-cost test mode and missing settlement data.

No new Veo requests are needed to repair the affected QA metadata. No user media or private diagnostics are included.
