💡 What: Added accessible={true}, accessibilityRole="button", and accessibilityLabel (using localized 'notepadClearTitle') to the icon-only "Clear Notes" button in NotepadScreen.tsx. Created an entry in .jules/palette.md to document the learning.

🎯 Why: Icon-only buttons without an explicit ARIA/accessibility label are ignored or announced poorly by screen readers, rendering them inaccessible to visually impaired users. This applies standard accessibility properties to fix this common React Native pattern.
