docs: replace no-auto-merge rule with standing gate policy - #2

Auto-merge is permitted when CI is green and gate confidence is at least 0.80, matching the standing TechGodHQ policy. Per Shiv's direction: no repo is exempt. Co-authored-by: Archon <archon@purelymail.com>
