Remove dead/experimental Bazel targets and commented-out code:

  • Branch predictor standalone sub-block flows
  • Old naja_edit genrule (replaced by naja_clean py_binary)
  • Commented-out SRAM entries, settings, and stale mock references
  • Unused io/io-top filegroups and print_python_version target
  • Stale macros.tcl (superseded by snapshots/macro_placement.tcl)
  • Unused pdn.tcl (ORFS platform PDN is used instead)

Fix kept.bzl: remove junk comment, sort CompareRecFN alphabetically. Add synth/ to .gitignore.

Rewrite README.md following Google documentation style as a reference for setting up bazel-orfs with mocked RAM macros and iterative PPA refinement.
