The plugin portal's Skills step takes a ZIP whose root holds a portable Agent Plugins manifest and a skills/ directory. The only skills ZIP we had was built on 2026-09-24, still pinned @dreamlayer/mcp@0.4.0-beta.3, carried the older .codex-plugin compatibility manifest, and lived in an ignored dist/ folder, so nothing kept it in step with the workflows. packaging/openai/build_skills_package.py builds it from plugins/dreamlayer/skills, the canonical source, and the build is byte-reproducible: entries sorted, timestamps fixed. scripts/validate.py now fails when the committed ZIP drifts from the skills, the same guard the host directories already have. The committed package is tracked rather than ignored so the portal can fetch exactly what this repository holds. Co-authored-by: Claude Opus 5 (1M context) <noreply@anthropic.com>

@dreamlayer/mcp@0.4.0-beta.3, used the older.codex-plugin/plugin.jsoncompatibility manifest, and sat in the git-ignoreddist/, so nothing kept it in step with the workflows.packaging/openai/build_skills_package.pybuilds the package fromplugins/dreamlayer/skills/, the canonical source. Entries are sorted and timestamps fixed, so two builds of the same skills are byte-identical.packaging/openai/dreamlayer-skills-1.0.0.zipis committed and tracked: 21 entries, the rootplugin.jsonplus the nine workflows with their references and scripts.scripts/validate.pyfails when the committed ZIP drifts from the skills, the same guard the generated host directories already have. Verified by flipping one byte: validation exits 1 with "the OpenAI skills package has drifted from the canonical skills", and passes again once restored.Nothing about the published MCP package changed.
