Bumps the reviewed DreamLayer CLI package from the already-published 0.2.0 to 0.3.0 and updates the packaged-install version assertions.\n\nVerification:\n- Node 22.12.0\n- 29/29 tests passed\n- packed offline install and shipped binary startup passed\n- npm pack dry-run passed\n\nPublication remains blocked until DL-API-01 is publicly reachable and the production compatibility battery passes.
