Prepares the reviewed public changelog and announcement copy for v0.3.6.
The release covers the checkout reliability fixes and the Windows startup recovery fix already tested in nightly v0.3.6-nightly.20260823.255. The database-recovery wording was reviewed and corrected to promise preservation of the original files, not recovery of every damaged record.
