add devnet tests

[xydv]

this mr adds tests for devnet

• use single thread to test cargo test --features devnet -- --test-threads=1
• deploy your own program and add pubkey here (mismatched authority errors)
• normal litesvm test can be done with cargo test
• ci/cd won't work with devnet
