ci: 接入中央复用工作流 maven-ci (@v1, 非NMS)

接入中央 CI 复用工作流，走非 NMS 校验这条路。会在 JDK 17 和 21 两个版本下跑 mvn test 加 mvn package，第一次真正在 CI 里执行测试（之前 publish 是跳过测试的）。pin 的是浮动的 @v1，以后中央仓库做安全 re-pin 能自动跟上，不用手动改。只新增 .github/workflows/maven-ci.yml 一个文件，publish.yml 没动。
