ci: 接入中央复用工作流 maven-ci (@v1, 非NMS)

把 UltiTrade 的 CI 接到中央复用工作流，走非 NMS 校验那条路，verify-non-nms 会在 JDK 17 和 21 两个版本上跑 mvn test + package，verify-nms 直接 skip。pin 的是浮动的 @v1，后面中央仓库重新 SHA pin 安全更新时这边会自动跟上，不用手动改。只新增一个 .github/workflows/maven-ci.yml，publish.yml 没动。
