UltiTrade safe-patch proof for Phase 34 plan 03.

Evidence:

  • Local mvn -B test ✅ exit 0
    • Tests run: 483, Failures: 0, Errors: 0, Skipped: 0
  • Local mvn -B package -Dgpg.skip=true -Dmaven.javadoc.skip=true ✅ exit 0
    • Package jar built successfully

Scope check:

  • VaultAPI bumped 1.7 -> 1.7.1
  • PlaceholderAPI bumped 2.11.5 -> 2.11.6
  • Both remain provided scope
  • No jump beyond 2.11.6 (no 2.11.7 / 2.12.x)
