Fixes a bug where IntAI uses the same intent list for both partners in 3P. Now, it creates separate intent lists for each partner. The functionality in 2P should remain the same.
I extracted a method for the intent creation without modifying the existing logic. The TODO comment addresses an oversight in the original logic that we won't fix at this time, but we can fix it later to report as an improvement over the baseline IntAI agent.
